This bill makes it easier for family caregivers to help Medicare beneficiaries manage their healthcare by allowing them to access medical information through the 1-800-MEDICARE phone line. Right now, if an elderly parent or other family member needs help understanding their Medicare benefits or medical records, there's no simple way for a caregiver to get that information on their behalf. This bill fixes that by letting Medicare beneficiaries fill out a form authorizing a family caregiver to access their personal health information through the existing 1-800-MEDICARE number. The bill requires Medicare to launch a major education campaign so people know this option exists—through notices, the Medicare.gov website, social media, and other channels. It also requires training for the phone operators who answer 1-800-MEDICARE calls so they can better help caregivers. Because giving caregivers access to health information creates fraud risks, the bill requires the government to develop and publish best practices for protecting beneficiaries from scams and to educate people about how to report suspected fraud. The government also has to study how well this is working by gathering feedback from caregivers about their experiences.
