The Safe Passages Act of 2025 is a global health initiative designed to reduce maternal and child deaths in low-income countries around the world. Right now, about 287,000 women die each year from pregnancy-related complications that are mostly preventable, and sub-Saharan Africa is hit particularly hard with maternal death rates 30 times higher than in developed countries. This bill creates a new program that funds training and equipment for local health workers—including midwives, nurses, and community health workers—to recognize and treat the main causes of maternal death: severe bleeding, high blood pressure during pregnancy, infections, and obstructed labor. The program also focuses on the first 1,000 days of a child's life (from conception to age 2) by providing nutrition education and support, and it emphasizes involving fathers in supporting mothers and children. The bill allocates at least $400 million annually through the State Department to work with faith-based organizations and local health partnerships in resource-limited settings. All programs must focus on life-affirming care and cannot be used for abortion services. The goal is straightforward: equip frontline health providers with the training, tools, and emergency equipment they need to prevent mothers and babies from dying from treatable conditions.
