This bill creates a new system to monitor air pollution near industrial facilities and make that information available to the public. Right now, many factories and chemical plants don't have monitors measuring what they're actually releasing into the air at their property lines—the places where pollution could directly affect nearby neighborhoods. Here's what it does: The EPA will identify at least 100 industrial facilities that pose the biggest health risks to nearby communities, especially those near homes, schools, and childcare centers. These facilities will be required to install monitoring equipment at their property boundaries to measure dangerous chemicals like benzene, formaldehyde, lead, and arsenic in real-time. The EPA will also strengthen testing methods to catch more pollutants and smaller amounts of pollution. All this data gets posted online within a week so communities can see what's being released.

The bill focuses on protecting vulnerable populations—children, pregnant women, and low-income neighborhoods that often live closest to polluting industries. It requires facilities to take action if pollution levels exceed safe limits, including investigating what went wrong and fixing the problem. The monitoring will continue for at least six years, with the EPA reviewing every six years whether to keep monitoring or add new facilities. The bill gives the EPA $146 million to set this up and run it through 2027, and it applies to manufacturing plants, chemical facilities, refineries, and similar industrial operations that handle hazardous materials.
