This bill makes VA medical centers more transparent and accountable to veterans and Congress. It requires two main things: First, when a veteran calls a VA facility to schedule an appointment, the scheduling must happen during that same phone call instead of making them wait for a callback. Second, each VA medical center director must publish annual and quarterly fact sheets that show how their facility is performing—including how many veterans they treat, average wait times, patient satisfaction scores, common conditions treated, and how they compare to other VA facilities. These fact sheets must be posted both physically at the facility and online so veterans can easily see the information.

The bill also adds oversight of VA medical center directors. When a director is temporarily moved to a different job, the VA Secretary must notify Congress and appoint an acting director within 120 days. If a director is reassigned for reasons other than an investigation, they must either return to their position or be permanently reassigned within 180 days. The VA Secretary can extend this timeline in 90-day increments, but must notify Congress each time and explain why. Most of these requirements last for three years from when the law takes effect, giving Congress time to evaluate whether these transparency measures are working well.
