The PACK Act (Packaging and Claims Knowledge Act of 2025) cracks down on misleading environmental claims that companies make about their product packaging. Right now, companies can slap labels like "recyclable," "compostable," or "reusable" on packaging without much oversight, even when those claims aren't actually true or are misleading. This bill changes that by setting clear rules about what these claims mean and requiring companies to back them up.

Here's what the bill does: If a company says packaging is recyclable, they have to tell customers what percentage of people actually have access to recycling programs for that item—or use other clear language explaining availability. If they claim something is compostable, they need scientific proof and must explain whether it works in home compost piles or only in industrial facilities. For reusable claims, companies must actually provide a way for customers to reuse the packaging, like a collection system or a product to buy that uses it again. The bill also prevents companies from using the recycling symbol (the three chasing arrows) on packaging that doesn't actually qualify as recyclable, compostable, or reusable.

All of these claims will need to be certified by independent third-party organizations that meet international standards. The Federal Trade Commission will enforce these rules and issue guidance within two years, working with the Environmental Protection Agency. Companies that violate these requirements can face FTC penalties. The bill also prevents states from creating their own conflicting packaging label rules, keeping standards uniform across the country.
