# STOCK Act 2.0: Plain Language Summary

This bill tightens ethics rules for top government officials, members of Congress, and their families by requiring them to report when they receive money or benefits from the federal government and by banning them from trading stocks and other investments while in office. The law is designed to prevent conflicts of interest where officials might make decisions that benefit their personal finances rather than the public interest.

The reporting requirement is the first major piece. If you're a member of Congress, a federal judge, a Supreme Court justice, the President, Vice President, or a top Federal Reserve official—or if you're a spouse or dependent child of any of these people—you now have to tell the government within 30 days if you apply for or receive any federal money or benefits. This includes loans, grants, contracts, or other payments from the government. The only things you don't have to report are your regular government salary and tax refunds. If you fail to report, you face a $5,000 fine for each violation. The bill also extends these same reporting rules to Federal Reserve bank leaders, who previously weren't covered.

The second major piece is a complete ban on stock trading and investment activities for these same high-level officials. Starting when the law takes effect, covered individuals cannot buy, sell, or hold stocks, bonds, futures contracts, commodities, or cryptocurrencies. They also cannot serve on corporate boards. If you already owned these investments before taking office, you have to get rid of them. Even after leaving office, there's a 180-day "cooling-off period" where you still can't trade these investments—this prevents officials from making trades based on inside information they learned while in government. The only investments allowed are diversified mutual funds and U.S. Treasury bonds, which are considered safe because they don't create obvious conflicts of interest.

These rules apply to a broad group of powerful people: all members of Congress, the President and Vice President, Supreme Court justices, Federal Reserve board members and regional bank leaders, and their spouses and children under age 19. The goal is straightforward: prevent these officials from using their government positions to make themselves richer, and prevent them from making policy decisions based on what's good for their investment portfolios rather than what's good for the country.
