This bill is about making sure patients get their medical bills faster and have time to review them before paying. Right now, patients sometimes wait weeks or even months to receive bills from hospitals, doctors' offices, and other healthcare providers, which makes it hard to understand what they're being charged for or catch billing errors. This bill sets strict deadlines to speed up the process and protect patients.

Here's what the bill requires: Healthcare facilities and doctors must give patients a list of all services they received within five days of leaving the facility or visiting the office. This list should include what was done and who provided each service. Then, the actual bill must be sent within 45 days. Once a patient receives a bill, they can't be forced to pay it for at least 30 days, giving them time to review the charges and ask questions. If a healthcare provider breaks these rules, they have to refund the patient the full amount they paid, plus interest. Providers who repeatedly violate these deadlines can face penalties of up to $10,000 per day.

The bill also requires insurance companies to work with healthcare providers to make sure claims are processed quickly enough so providers can meet these billing deadlines. There are some exceptions built in—for example, if a provider tries their best to send a bill but has the wrong address, or if something like a hurricane or cyberattack prevents timely billing, they can get extra time. The rules take effect six months after the bill becomes law, giving healthcare providers time to adjust their systems.
