This bill revives and updates a decades-old program called the White House Conference on Small Business. Essentially, the government holds a big national conference where small business owners, government officials, and other stakeholders come together to discuss the challenges facing small businesses and recommend solutions to Congress and federal agencies.

The bill reschedules the conference to happen between December 2025 and December 2026 (the last one was in the mid-1990s). It expands who gets to participate and what they focus on—now delegates will specifically evaluate Small Business Administration programs and suggest improvements. The bill also increases the delegate cap from $10 to $200 and creates an online system where delegates can stay connected for at least four years after the conference to track whether their recommendations actually become law or policy.

To fund this conference, the bill allows the Small Business Administration to accept donations and gifts from private companies and nonprofits (as long as there's no conflict of interest). Importantly, the conference can only be funded by these donations—no taxpayer money is authorized for it. The bill also allows the SBA to sponsor or co-sponsor small business recognition events with partner organizations, as long as it's clear the SBA isn't endorsing any particular company's products or services.
