This bill requires colleges and universities that receive federal student aid to make it much easier for students to learn about and report discrimination based on race, color, or national origin. Specifically, colleges must put a prominent link on their homepage directing students to the federal Office for Civil Rights where they can file complaints about discrimination. Schools also have to post educational materials about these civil rights protections in high-traffic areas like student centers and on their websites.

The Department of Education will create a public awareness campaign to inform students about their rights under federal civil rights law, and colleges must display these materials annually. The goal is to make sure students know they're protected from discrimination and understand how to report it if it happens.

The bill also creates new accountability measures. The federal government will track how many discrimination complaints colleges receive and how quickly they handle them. Colleges must report their discrimination complaints to the federal Inspector General each year, and the Inspector General will audit schools that receive the most complaints to see if they're handling them properly. Additionally, Congress will receive monthly briefings about discrimination complaints filed with the federal Office for Civil Rights, so lawmakers can monitor whether the system is working effectively and identify any patterns or problems.
