# Understanding the United States-Uruguay Economic Partnership Act

The bill does three main things. First, it adds Uruguay to a special trade program called the Caribbean Basin Economic Recovery Act, which gives countries preferential access to U.S. markets. Third, the bill asks the Department of Homeland Security to study whether Uruguay should be added to the visa waiver program. This is significant because it could eventually mean Uruguayan citizens wouldn't need a visa to visit the U.S. for tourism or short business trips—they could just show their passport and enter. The government has 90 days to report back to Congress on whether Uruguay meets the standards for this program and what Uruguay would need to do if it doesn't currently qualify.
