This bill makes several changes to how the Veterans Affairs Department handles rehabilitation and employment programs for veterans with service-connected disabilities. The main changes include: establishing a new rule that bars veterans convicted of assaulting or resisting VA employees from receiving certain education and rehabilitation benefits; allowing veterans to re-enter vocational rehabilitation programs if they don't find work in their trained field within a year; requiring VA Secretary approval for equipment purchases over $5,000 in rehabilitation programs; setting a $250,000 cap on federal funds for each veteran's rehabilitation program with automatic yearly increases; clarifying that vocational rehabilitation specialists can update veterans' rehabilitation plans; allowing veterans to receive living allowances based on where they live if it's more than 25 miles from their training institution; requiring VA regional offices to employ at least one employment counselor; and preventing veterans from receiving disability compensation for total disability based on unemployment while they're actively participating in a vocational rehabilitation program. The bill also includes technical corrections to existing VA law.
