This bill prevents the U.S. government from spending any money on military operations in or against Venezuela until the end of 2026, unless Congress takes specific action first. Right now, the President can use military force in many situations without getting approval from Congress. This bill changes that for Venezuela specifically—it says the government can't spend a single dollar on military action there unless either Congress declares war on Venezuela or passes a new law specifically authorizing such military force. There is one narrow exception: the bill allows military force that fits within the War Powers Resolution's emergency provisions, which permit the President to use military force for up to 60 days in genuine emergencies to protect American lives or property. Essentially, this is Congress saying "we want a say in any military decisions about Venezuela" and putting a financial brake on military action there for the next year and a half.
