This bill creates a comprehensive plan to shift America's transportation system away from fossil fuels while protecting workers in the energy industry. It does three main things: First, it establishes a grant program through the Department of Transportation to fund "low carbon corridors" — connected transportation networks that combine public transit, rail, bike lanes, electric vehicle infrastructure, and other clean transportation options. States, cities, and tribal governments can apply for these grants to build projects that reduce carbon emissions and improve how different transportation methods connect together. Second, the bill creates a "value capture" system that lets communities near new transit projects capture some of the increased property values that result from those investments and use that money to fund more transit and affordable housing. Third, and importantly, the bill protects workers currently employed in fossil fuel industries by establishing a transition program. The Department of Labor will provide grants to help coal, oil, and gas workers move into jobs in renewable energy, electric vehicles, and other sustainable industries. If workers can't find jobs through training programs, the government guarantees them employment through a "National Employment Corps" that will pay them at least $15 per hour plus benefits to work on infrastructure, energy efficiency, and community projects. The bill emphasizes that all construction projects must use American-made materials and follow strict labor standards to ensure good-paying jobs.
