The Federal Aviation Administration has 180 days to set up standardized procedures for how these incidents get reported, stored, and analyzed. The system will collect information from pilots, flight attendants, maintenance workers, and air traffic controllers about anything unusual they encounter—whether it's an object that interferes with instruments, causes physical effects on crew members, or just something they can't immediately identify. The FAA will also coordinate with the Department of Defense, NASA, and other government agencies to share this information. Importantly, the bill includes strong protections: pilots and other workers cannot be punished for reporting these sightings, they cannot lose their medical certificates or pilot licenses because of what they report, and employers cannot fire them or issue cease-and-desist letters for making reports.

The bill also requires the FAA to launch a public communications campaign to encourage reporting and reduce the stigma around it. The agency can choose to use its existing Aviation Safety Reporting Program or create a separate system specifically for these reports, and they should make it possible for pilots to submit reports through their electronic flight bags if it can be done safely. Additionally, federal employees and contractors get similar protections—they cannot face retaliation like losing security clearances or their jobs for reporting these incidents.
