This bill creates a new federal program to help hire and train more nurses to work in public health departments across the country. Right now, many communities—especially poor areas, rural regions, and places with lots of health problems—don't have enough public health nurses to help people stay healthy and prevent disease.

The bill gives the federal government $5 billion per year (from 2026 to 2035) to give grants to state and local health departments. These departments can use the money to pay for recruiting and hiring registered nurses, training them, buying medical supplies like protective equipment, and covering administrative costs. The grants will prioritize areas that need help the most: places with high rates of chronic diseases, infant deaths, maternal deaths, low-income neighborhoods, rural communities, and areas that don't have enough doctors and nurses.

Public health nurses in this program would do things like teach people about preventing disease, help manage chronic conditions like diabetes, provide prenatal and postpartum care for pregnant women and new mothers, and work in clinics and hospitals or visit people at home. The bill also requires that health departments receiving grants must keep spending their own money on these programs at the same level they were spending before, and it protects workers' rights to organize and bargain collectively.
