Many experienced nurses would rather work in hospitals or clinics where they earn significantly more money than they would as nursing instructors. This bill tries to fix that problem by giving nursing schools money to pay their teachers better, specifically targeting newly hired faculty members who came from clinical nursing jobs.

Here's how it works in practical terms. Nursing schools that apply for grants will receive federal funding to supplement the salaries of their newer faculty members—those hired within the past two years or people about to be hired. The amount of money each teacher gets depends on a comparison: the federal grant will cover the gap between what that teacher currently earns and what nurses doing similar work earn in clinical settings (like hospitals). For example, if a clinical nurse with a master's degree earns $80,000 but a nursing professor with the same credentials earns $55,000, the grant could help bridge that $25,000 difference. Schools have to commit to keeping faculty salaries at these higher levels even after the three-year grant period ends, and they need to show a plan for how they'll sustain those salaries long-term.

The bill prioritizes grants to schools with the greatest need—those in areas where nurses are hardest to find, schools serving low-income or underserved communities, and institutions trying to recruit faculty from underrepresented groups. The program is set to run for five years with $28.5 million authorized annually. After three years, the government will evaluate whether the program actually helps schools keep nursing teachers and whether it should continue through Medicare funding. The goal is straightforward: pay nursing faculty more competitively so schools can attract and keep experienced teachers, which ultimately means more nursing students can get trained and graduate to fill the nursing shortage.
