Right now, the federal government uses the same poverty line across the entire country to decide who qualifies for assistance programs like food stamps, housing help, and healthcare subsidies. The problem is that living costs vary dramatically depending on where you live. Rent in San Francisco is triple what it costs in rural Mississippi, yet the poverty line doesn't account for these differences. This bill aims to fix that by creating a new "Regionally Adjusted Poverty Line" that adjusts the poverty threshold for each state based on actual regional costs of living. So if you live in an expensive state, the poverty line would be higher, making it easier to qualify for federal assistance programs. If you live in a less expensive area, the line would be lower. The Census Bureau would calculate these adjusted poverty lines annually for each state, taking into account how much things actually cost in that region.

The bill also requires the government to use whichever poverty measure—the new regional one or the current national one—results in a higher poverty rate for each state. This means the government would always use the measure that helps more people qualify for assistance. There's one exception: for health insurance subsidies under the Affordable Care Act, the government would have some flexibility to choose between the two measures to make sure low-income people in states that haven't expanded Medicaid don't lose access to tax credits that help them afford insurance.

Additionally, the bill asks the Government Accountability Office to study an alternative poverty measure called ALICE (Asset Limited, Income Constrained, Employed), which looks at the actual cost of basic necessities like housing, childcare, food, transportation, and healthcare in different regions. The study would examine whether ALICE could be a better way to measure who truly needs help and whether it should be used to determine eligibility for federal programs. The new regional poverty line would start being used three years after the bill passes, giving the government time to develop and test the system.

Improving Federal Assistance to Families ActThis bill directs the Bureau of the Census to develop and publish a new regional poverty line index for each state, and requires the Department of Health and Human Services (HHS) to use the new index to determine eligibility for federal programs in certain circumstances.&nbsp;Specifically, the bureau must develop and publish a new poverty line index, to be known as the Regionally Adjusted Poverty Line, that is measured separately for each state on an annual basis. The Regionally Adjusted Poverty Line must use new poverty thresholds calculated based on the most recent poverty thresholds and each state’s most recent regional price parity. (Poverty thresholds are specified dollar amounts used by the bureau to determine a household’s poverty status. Regional price parities are measurements of the differences in price levels between states and the national average, and are published by the Bureau of Economic Analysis.) &nbsp;For each state, HHS must determine annually which poverty line index—the Regionally Adjusted Poverty Line or the current poverty line—results in a greater percentage of households falling below the poverty line. HHS must generally use the identified&nbsp;poverty line index for administrative purposes applicable to each state, including to determine residents’ financial eligibility for certain federal programs.&nbsp; &nbsp; Finally, the Government Accountability Office must study and report to Congress on the Asset Limited, Income Constrained, Employed threshold, an alternate poverty measure that includes consideration of regional costs of necessities like housing, child care, taxes, and transportation.&nbsp;
