This bill gives federal correctional officers working in the Bureau of Prisons a significant pay raise to help recruit and keep experienced officers on the job. Right now, correctional officers are leaving their positions at high rates, and prisons are struggling to fill vacancies. The bill addresses this by increasing the base pay for federal correctional officers by 35 percent. This applies to both salaried officers and hourly wage employees. The pay increase counts as basic pay, which means it affects not just their regular paychecks but also their retirement benefits, overtime calculations, and other compensation. The bill recognizes that correctional work is dangerous and demanding—it covers officers whose main duties involve supervising inmates, controlling prison security, and managing custody operations. The pay boost is designed to make these jobs more attractive to new recruits and encourage experienced officers to stay rather than leaving for other work. However, this is a temporary measure. The law will expire after 5 years unless Congress reviews the results and decides to keep it. Before the 5-year mark, the Department of Justice Inspector General will examine whether the pay increase actually helped reduce the use of non-correctional staff filling in for regular officers (called "augmentation") and whether it cut down on excessive mandatory overtime. If the review shows real progress on these problems, the pay increase can continue indefinitely.
