# Understanding the ACCESS Act of 2024

This bill creates a federal grant program to help healthcare facilities expand their ability to provide abortion services and other reproductive health care. The government would distribute up to $200 million per year for five years (2024-2028) to hospitals, clinics, nonprofits, and other health organizations in states where abortion is legal. The money would go to places that are already providing or referring patients for abortion services, helping them handle the increased demand they've experienced since the Supreme Court overturned Roe v. Wade in 2022.

The bill recognizes a real problem: when some states banned abortion, patients started traveling to states where it's still legal. This created a surge in demand that overwhelmed existing clinics and hospitals. Wait times for appointments stretched to a week or longer in many places, and facilities ran out of capacity. The bill aims to fix this by funding practical improvements like building more examination and operating rooms, hiring additional staff, purchasing medical equipment, and setting up telehealth services so people can access care remotely. Grants could also pay for training programs, translation services, counseling, and educational materials.

The bill prioritizes funding for states that have seen the biggest influx of out-of-state patients seeking abortion care. It specifically targets resources toward communities that have been hit hardest by these changes, including low-income people, people of color, LGBTQ+ individuals, and rural residents who already faced barriers to healthcare. To receive funding, organizations must be in states where abortion is legal (outside of exceptions for the pregnant person's life or health), and the bill includes protections to prevent discrimination in how grants are awarded.
