This bill prohibits Americans and American companies from selling or providing petroleum equipment and services to Russia's energy sector. It's designed to cut off Russia's access to the technology and expertise it needs to explore for and produce oil and natural gas. The ban applies broadly—it covers not just direct sales from the U.S., but also sales by American companies operating overseas, and even foreign companies owned or controlled by Americans. The equipment and services covered include everything from drilling equipment and software to engineering consulting, training, and licensing of technology used in oil and gas operations. There's a narrow exception for medical and agricultural isotopes derived from petroleum manufacturing. The bill gives the President the power to impose serious penalties on anyone who violates these rules, including freezing their assets in the U.S. and banning them from entering the country. Foreign individuals and company executives involved in violations can have their visas revoked immediately. The President can temporarily waive these sanctions for up to 180 days if national security requires it, but must notify Congress within 15 days. Humanitarian aid and food sales to Russia are exempt from these sanctions.
