The SECURE Minerals Act of 2026 creates a new government corporation called the Strategic Resilience Reserve to help the United States reduce its dependence on foreign countries—particularly China—for critical minerals and materials needed for everything from smartphones and solar panels to military equipment and electric vehicles. Right now, America relies heavily on imports for minerals like rare earth elements, which makes the country vulnerable to supply disruptions and price manipulation by foreign competitors.

The Reserve will work like a strategic stockpile and investment fund combined. It can buy and store critical minerals, provide financing to American and allied companies that want to mine or process these materials domestically, and support recycling and reuse programs. The goal is to ensure that at least 25% of America's critical mineral needs come from domestic and allied sources, while limiting dependence on foreign entities of concern to no more than 75%. The Reserve will be run by a 7-member board appointed by the President and confirmed by the Senate, with members chosen for their expertise in mining, commodities trading, manufacturing, and related fields. Congress is appropriating $2.5 billion to get the Reserve started and allow it to make investments and purchases as needed.
