This bill cracks down on fraud and theft involving federal programs by making the penalties much harsher. Right now, if someone steals from or bribes officials in programs that receive federal money, they can face up to 10 years in prison. This bill doubles that to 20 years. It also increases fines—instead of just a standard fine, people convicted would have to pay either $250,000 or twice the value of what they stole or received through bribery, whichever is larger. This applies to anyone committing fraud in any federal program, from agriculture to housing to healthcare.

The bill also adds a new requirement for school lunch programs. Every summer food service program (which provides meals to kids during school breaks) must now have an independent auditor review their accounts and records every year. These auditors have to report their findings directly to the Secretary of Agriculture, and they can't be connected to the school or organization running the program. This is meant to catch fraud and misuse of funds before it happens, making sure federal money actually goes toward feeding children instead of disappearing through dishonest practices.
