This bill would prevent federal money from being used to pay for certain medical procedures and medications related to gender transition for anyone under 18 years old. Specifically, it blocks federal funding for gender transition surgeries, hormone treatments at certain doses, and puberty-blocking medications when used for gender transition purposes in minors. The bill also prevents the federal government from reimbursing doctors, hospitals, or clinics for providing these procedures to young people.

The procedures covered are quite extensive and include various surgical options as well as hormone medications like testosterone and estrogen when given at doses higher than what naturally occurs in the body. Puberty-blocking drugs are also included in the ban. However, the bill does include some important exceptions: it wouldn't apply to treatments for conditions like precocious puberty (when puberty starts too early), nor would it restrict medical care for intersex conditions or procedures needed to treat infections or injuries related to previous medical procedures.

In practical terms, this would affect young people whose gender transition care is currently paid for through federal programs like Medicaid, Medicare, or military health insurance. It would not directly affect private insurance or out-of-pocket payments, and it wouldn't prevent doctors from offering these treatments—it only stops federal dollars from funding them. The bill also requires parental or guardian consent for any treatments that would still be allowed under the exceptions, though this requirement already exists in most medical practice for minors.
