# Federal Contracting for Peace and Security Act

This bill prevents the U.S. government from doing business with companies that continue operating in Russia during its war against Ukraine. Essentially, if a company is still doing business in Russia—whether that's selling products, running facilities, or providing services there—the federal government won't hire that company for government contracts. This applies to any company involved, including parent companies, subsidiaries, or any related business entities.

The ban would affect any existing government contracts immediately. Federal agencies would have 30 days from when the law passes to cancel any current contracts with companies operating in Russia. Going forward, no new contracts can be signed with these companies either. The idea behind this is to pressure companies to leave Russia as a way to oppose the invasion of Ukraine and support international law. The bill essentially says the U.S. government won't spend taxpayer money with businesses that continue profiting from operations in Russia during the conflict.

There are a couple of important exceptions built into the bill. The government can still do business with Russian-operating companies if the products or services directly help Ukraine or provide humanitarian aid for basic human needs like food and medicine. Additionally, the head of a federal agency can get a waiver from this rule if they believe it's in the national interest of the United States, but they have to write a detailed explanation to the President and notify Congress at least a week before granting that waiver. The ban stays in place until the Secretaries of State and Treasury jointly decide that Russia has taken sufficient steps to restore Ukraine's safety and sovereignty.

Federal Contracting for Peace and Security Act This bill requires executive agencies to terminate their contracts with companies conducting business operations in Russia. This requirement ends when Russia takes steps to restore the safety, sovereignty, and condition of Ukraine. The bill shall not apply to the procurement of products or services for (1) the benefit, either directly or through the efforts of regional allies, of Ukraine; or (2) humanitarian purposes to meet basic human needs.
