This bill fundamentally changes how the federal government handles immigration enforcement by ending detention and electronic monitoring of immigrants, and redirecting that money toward community support services instead. Right now, Immigration and Customs Enforcement (ICE) can detain immigrants while their cases are processed and can require them to wear ankle monitors to track their location. This bill says that within six months, all currently detained immigrants must be released on their own recognizance (meaning they promise to show up for their hearings without being locked up). It also requires all ankle monitors to be removed within six months and bans the use of federal funds for detention facilities and monitoring programs going forward.

The bill eliminates several legal authorities that currently allow immigration detention and removes rules that make it easier to deport people. It also stops ICE from doing general immigration enforcement activities like arrests and deportations, and prevents ICE from working with local police to identify and target immigrants. Additionally, it stops federal funding for information-sharing between immigration authorities and state and local law enforcement that's used to enforce immigration laws.

Instead of spending money on detention and monitoring, the bill creates a new grant program through the Department of Health and Human Services to fund community organizations that provide "wrap-around" services to immigrants and people affected by immigration enforcement. These services include housing help, mental health care, healthcare access, job training, English classes, education support, and legal help with immigration cases. Importantly, these services are completely voluntary and can't be tied to any monitoring or surveillance—organizations receiving grants can't share personal information about the people they help with the federal government.
