# Western Hemisphere Nearshoring Act: What It Actually Does

This bill is designed to encourage American companies to move their manufacturing operations out of China and into Latin America and the Caribbean instead. The government would essentially pay companies to make this move and then give their products special trade advantages to make them more competitive.

Here's how it works in practice: If a company wants to relocate a factory from China to somewhere like Mexico, Colombia, or another Latin American country, the U.S. International Development Finance Corporation (a government agency that provides loans and financing) would help cover the costs of moving equipment, inventory, and setting up new facilities. The government would also offer these companies lower interest rates on loans and potentially free tariff treatment on goods they produce for up to 15 years. Additionally, companies that relocate would get special tax breaks allowing them to write off 75 percent of their equipment costs immediately instead of spreading it out over time.

The bill ties these benefits to several conditions. Companies have to create jobs in the country where they're relocating, can't be owned by China or Russia, and must move their operations within two years. The bill also directs the U.S. Trade Representative to negotiate new free trade agreements with Latin American and Caribbean countries that are taking steps to reduce illegal immigration and reduce their economic dependence on China. The government would fund these programs using tariff revenue collected from Chinese goods, so theoretically it wouldn't require new taxpayer money.

The underlying goal is twofold: reduce American reliance on Chinese manufacturing while simultaneously creating economic opportunities in the Western Hemisphere that might reduce migration pressures. By making Latin America and the Caribbean more economically attractive, the bill's supporters believe fewer people will feel desperate enough to migrate illegally to the United States.

Western Hemisphere Nearshoring Act This bill provides assistance for corporations to move operations from China to countries in Latin America or the Caribbean and addresses related issues. For example, the bill requires the U.S. International Development Finance Corporation to provide financing and other assistance to eligible corporations for costs associated with such a move. Tariffs collected for goods manufactured in China shall be used to pay for such assistance. The President may provide preferential treatment, including duty-free treatment, for goods produced in a Latin American or Caribbean country by a corporation that received relocation assistance under this bill.
