If they go further and make cotton fabric in America, they get a 6.5 times multiplier—meaning a company that weaves American cotton into fabric gets a much bigger tax break than one that just uses imported fabric. This structure is designed to reward companies that keep more of the manufacturing process in the United States rather than just buying finished materials from overseas.

The bill applies to products sold after it becomes law and requires the Treasury Department and Department of Agriculture to set up a tracking system to prevent companies from claiming the credit multiple times for the same cotton. Essentially, it's a financial incentive to make American cotton products more competitive and to encourage domestic textile manufacturing.
