This bill reauthorizes and strengthens a federal program that helps rural and small-town electric utilities protect themselves from cyberattacks. This bill gives the Department of Energy $250 million over five years (2026-2030) to provide grants, technical assistance, and other support to help these utilities upgrade their cybersecurity defenses. The program focuses on rural electric cooperatives, municipally-owned utilities, and smaller investor-owned utilities that serve less than 4 million megawatt hours of electricity per year. The bill prioritizes help for utilities with limited cybersecurity budgets and those that operate critical infrastructure important to the nation's power grid reliability. Beyond just funding technology upgrades, the program also encourages utilities to share information about cyber threats with each other and the government, which helps everyone stay safer. The bill includes protections so that utilities can share sensitive security information with the government without worrying it will be released to the public under freedom of information requests.
