# Understanding the Federal PFAS Research Evaluation Act

PFAS are a group of human-made chemicals that have been used since the 1940s in everyday products like non-stick cookware, water-resistant clothing, food packaging, and firefighting foam. There are over 5,000 different types of PFAS chemicals, and they've become widespread in our environment—showing up in drinking water, soil, air, and even in people's blood. The problem is that PFAS don't break down easily and accumulate in your body over time. Scientists have linked exposure to serious health problems including cancer, liver and kidney damage, low birth weight in babies, and reproductive issues. Despite these concerns, the federal government hasn't established regulations to control PFAS, and there's no coordinated plan to address the problem.

This bill directs the National Academies of Sciences, Engineering, and Medicine—a respected independent research organization—to conduct two major studies to fill critical knowledge gaps. The first study will examine how people are actually exposed to PFAS through different sources like drinking water, food, and air, and will identify which PFAS chemicals are most commonly found in the environment. The second study will review what we know about how PFAS damages human health and develop methods to assess the risks. A third study will focus on practical solutions: how to clean up PFAS contamination, how to treat water and soil that's been polluted, and how to develop safer alternatives to PFAS-containing products. These studies must be completed within about nine to eighteen months and made publicly available online.

The bill allocates $4 million total to fund these research studies. After the National Academies complete their reports, the federal government has six months to create an implementation plan showing how different agencies will work together to address PFAS based on what the research recommends. Essentially, this bill is an attempt to get the scientific community to provide a comprehensive roadmap for understanding PFAS risks and developing solutions, which would then guide government action and help protect public health. For everyday people, this matters because it could eventually lead to stricter regulations on PFAS in products, safer drinking water standards, and better cleanup of contaminated sites in communities.

Federal PFAS Research Evaluation Act This bill requires various studies and reports on the exposure, hazards, and management of perfluoroalkyl and polyfluoroalkyl substances, commonly referred to as PFAS. These substances are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. Specifically, the bill requires the Environmental Protection Agency (EPA) to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine (NASEM) to conduct a two-phase study and report on the research and development needed to advance human exposure estimation and toxicity hazard estimation of individual or total PFAS. The bill also requires the EPA to jointly enter into an agreement with NASEM to conduct a study and submit a report on the research and development needed to advance the understanding of the extent and implications of environmental contamination by PFAS, how to manage and treat such contamination, and the development of safe alternatives. Finally, the White House Office of Science and Technology Policy must submit an implementation plan for federal PFAS research, development, and demonstration activities, taking into account the recommendations of the NASEM reports.
