The bill also eliminates 'qualified immunity,' a legal shield that has protected police officers from lawsuits. Qualified immunity lets officers argue in court that they didn't know their conduct was illegal because the law wasn't 'clearly established' at the time. This bill says that defense no longer works. Officers can't claim they were acting in good faith or that they didn't know the law. Additionally, the bill clarifies that if a police officer's actions are a 'substantial factor' in someone's death—even if other factors contributed too—they can be held responsible, rather than requiring prosecutors to prove the officer's actions were the sole cause of death.
