This bill creates a system for investigating when federal law enforcement officers use deadly force. Right now, each federal agency investigates these incidents on its own, but there's no consistent standard across the government. This bill requires every federal law enforcement agency to have written protocols for investigating deadly force incidents and to share all evidence with state and local authorities.

The bill also brings in Inspectors General—officials who oversee federal agencies—to review these investigations. If an agency investigates itself, the Inspector General must independently verify that the investigation was thorough, followed the rules, and reached conclusions supported by evidence. If wrongdoing is found, it gets reported for discipline or prosecution.

To create consistency across all federal agencies, the bill establishes a council of Inspectors General to develop uniform guidelines and reporting methods for deadly force incidents. Every three months, this council must report to Congress and other oversight bodies with detailed information about every deadly force incident involving a federal officer, including demographic information about both the officer and the person involved, what happened, and why deadly force was used. However, the names and identifying information of individuals involved are kept confidential and not released to the public.
