This bill ensures that federal employees and contractors get paid during government shutdowns in fiscal year 2026. Normally, when Congress fails to pass a budget and the government shuts down, federal workers stop getting paychecks until the shutdown ends. This bill changes that by automatically providing money to pay federal employees their regular salaries and benefits during any shutdown, and it requires contractors to pay their workers the same way. The bill covers all federal employees—whether they're considered "essential" workers or not—plus active-duty military members and reserve members called to active duty. It also applies to contract workers like service employees and construction workers on federal projects. If a shutdown is already happening when this bill becomes law, agencies must pay employees within 7 days. For future shutdowns, employees get paid on their normal pay dates. Additionally, the bill prevents agencies from laying off workers or putting them on unpaid leave for extended periods during shutdowns. Contractors who had to pay their workers out of pocket during previous shutdowns can request reimbursement from the government for those costs.
