In practical terms, if a reservist moves to Texas to attend college there, a Texas school wouldn't be allowed to charge them out-of-state tuition rates just because their official military residence is listed somewhere else. The VA would essentially penalize schools that violate this rule by disapproving their courses, which means veterans couldn't use their GI Bill benefits there. This is meant to ensure that service members get the same tuition breaks as other in-state students, making their education benefits go further and reducing their out-of-pocket costs.
