This bill creates a new Truth and Healing Commission to investigate the history and lasting impacts of Indian boarding schools in the United States. From the late 1800s through the mid-1900s, the federal government funded and supported boarding schools that forcibly removed Native American and Native Hawaiian children from their families and communities, attempting to erase their languages, cultures, and identities through physical, psychological, and sexual abuse. This commission will spend six years documenting what happened, gathering testimony from survivors and their descendants, and studying how these policies continue to affect Native communities today. The commission will hold public hearings in all 12 regions where the Bureau of Indian Affairs operates, plus Hawaii, so survivors and community members can share their stories in safe, culturally appropriate settings with access to mental health support. The commission will then make recommendations to Congress and federal agencies about how the government should acknowledge its role, educate the public, preserve records and burial sites, and address ongoing harms. The bill allocates $90 million to fund this work and ensures that Native Americans, tribes, and Native Hawaiian organizations have meaningful input throughout the process.
