This bill creates a new independent commission called the Commission on American Leadership in Robotics to study how the United States can stay competitive in robotics technology. The commission will examine robotics as it relates to trade, economic competitiveness, and national security, then provide recommendations to Congress and the President. The commission will be made up of 18 experts appointed by congressional leaders and the President—people who have deep knowledge of robotics or how robotics is used in business and government. The commission will look at several key areas: how competitive the U.S. is in robotics compared to other countries, ways to maintain America's technological edge in industrial and commercial robotics, what other countries are doing with robotics, how to encourage partnerships between industry, universities, and government, workforce development to attract robotics talent, and supply chain issues to boost U.S. robotics manufacturing. The commission will have access to federal agencies' information and resources to help with their work. They'll submit an interim report after one year and a final report after two years, then the commission will shut down 18 months after submitting the final report.
