This bill would allow Ecuadorian citizens currently living in the United States to get temporary legal protection from deportation and the right to work legally. Right now, Ecuador is experiencing a severe humanitarian crisis with gang violence that has spiraled out of control—homicides have increased by 800% since 2017, and the country's government declared a state of emergency in January 2024 after gang violence reached crisis levels. The bill argues that because conditions in Ecuador are so dangerous and unstable, Ecuadorians shouldn't be forced to return there while the situation remains dire.

If passed, the bill would grant Temporary Protected Status (TPS) to Ecuadorian nationals who are already in the U.S. and have been here continuously since the bill becomes law. To qualify, they would need to register with immigration authorities and meet basic requirements (like not having serious criminal convictions). The protection would last for at least 18 months initially, after which the Department of Homeland Security could decide whether to renew it. Estimates suggest around 300,000 Ecuadorians currently in the U.S. could benefit from this status, gaining the ability to work legally and avoid deportation during this period of crisis in their home country.

The bill also allows people with TPS to travel outside the U.S. temporarily if they have emergency reasons to do so, as long as they get permission from immigration authorities first. However, this is a temporary measure—it's not a path to permanent residency or citizenship. The protection is meant to be a safety net while Ecuador deals with its violence crisis, with the understanding that people may eventually need to return home once conditions improve.
