The bill also says that once a company expresses interest in a piece of land, that interest stays valid for at least five years, even if the government doesn't immediately put it up for sale.

The practical effect is that companies can no longer express interest in federal land for free without any consequences. They'll eventually owe money if they're the first to show interest in a parcel—either because nobody else bids on it later, or because they win the auction themselves. This is meant to discourage companies from casually claiming interest in multiple parcels without serious intent, while still allowing legitimate bidders to participate in the leasing process.
