This bill gives NASA the power to detect, identify, monitor, and track drones (unmanned aircraft systems) that pose a threat to NASA facilities and assets. Specifically, NASA would be authorized to intercept and access drone communications without needing permission first, but only at facilities related to NASA's launch services, reentry services, and space vehicle protection. Before using these powers, NASA must identify which of its facilities are at high risk and conduct a detailed assessment of the potential impacts on the national airspace system, public safety, and other factors. The bill includes important privacy protections—NASA can only intercept drone communications to the extent necessary to address the threat, must delete records within 180 days unless there's a legal reason to keep them longer, and cannot share intercepted communications outside NASA except to help law enforcement, the military, or other federal agencies investigate crimes or protect national security. NASA must also coordinate with the Department of Transportation and the Federal Aviation Administration to ensure these drone-detection activities don't interfere with regular air traffic or airport operations. Every six months, NASA must brief Congress on how it's using these powers, what safeguards it has in place, and any problems that have come up. The authority expires on September 30, 2031, unless Congress extends it.
