This bill prevents foreign countries from funding college athletes' name, image, and likeness (NIL) deals—basically the money students make from endorsements and sponsorships using their own names and faces. Right now, foreign investors can pay college athletes directly or through intermediaries. This bill would ban that completely. It also stops foreign countries from investing in college sports more broadly, including buying naming rights to stadiums, sponsoring conferences, or purchasing broadcast rights to games. The bill applies to most countries worldwide, but exempts NATO members plus Australia, New Zealand, and Ireland. Colleges that violate these rules face serious consequences: they lose access to federal student aid programs until they prove they've complied and returned any prohibited foreign money. Student athletes who accept foreign NIL money get benched for a year. Schools must have policies in place to notify athletes about these rules and enforce the penalties. The government—specifically the Attorney General and Secretary of Education—will investigate violations and can impose significant financial penalties on violators, similar to penalties used for other economic sanctions.
