# Rural Partnership and Prosperity Act: What This Bill Does

This bill creates two new federal grant programs designed to help rural communities develop economically and improve their quality of life. The Department of Agriculture would distribute money to partnerships of local organizations, nonprofits, businesses, and tribal governments to coordinate development projects and attract investment to struggling rural areas.

The first program provides multiyear grants (lasting 2 to 5 years) to rural partnerships that bring together local governments, nonprofits, for-profit businesses, colleges, and Native American tribes. These groups would use the money to plan and coordinate economic development projects, reduce waste from overlapping federal programs, and attract private investment. For example, a rural county working with a local nonprofit and a regional business could use these grants to plan a new industrial park or coordinate housing development. The bill requires recipients to match at least 25 percent of the grant with their own funds, though the Agriculture Secretary can waive this requirement for very poor areas or tribal communities. The grants can't be used to buy property or pay for-profit company staff, but they can fund planning, staffing at nonprofits, and actual project capital.

The second program provides grants to nonprofit organizations and universities that specialize in community development to offer technical assistance to rural communities. These intermediary organizations would help local groups navigate federal grant applications, develop financial management systems, plan community improvements, and create public-private partnerships. This addresses a real problem: many rural communities lack the expertise to successfully apply for and manage federal funding.

The bill also strengthens an existing Rural Partners Network—essentially a coordinating body of federal agencies—to reduce bureaucratic obstacles and make it easier for rural communities to access multiple federal programs. The goal is to streamline how different government agencies work together so rural areas don't have to jump through endless hoops to get help.
