# The SECURE IT Act: Making Voting Machines Safer

This bill creates two new security measures to find and fix problems in voting systems before they can cause problems on election day. The first part requires that whenever voting machines and software get tested and approved for use, security experts must try to hack into them as part of the official certification process. The National Institute of Standards and Technology will recommend which labs are qualified to do this specialized hacking work, and the Election Assistance Commission will approve them.

The second part creates a five-year pilot program that lets cybersecurity researchers and voting machine companies work together to find security problems. Here's how it works: a researcher can request access to a voting machine's code and hardware, test it for vulnerabilities, and if they find a problem, they report it to the company, the Election Assistance Commission, and the Department of Homeland Security. The company then has 180 days to keep it quiet while they develop a fix. If it's a serious vulnerability, the company must send patches to election officials. The bill protects researchers from getting sued by the companies for their testing work, which encourages people to participate. After six months, if no fix has been applied, the vulnerability gets added to a public database so everyone knows about it.

The practical effect is that voting systems will face more rigorous security testing, and there's now an official channel for researchers to report problems responsibly without fear of legal trouble. This should help catch security flaws that bad actors might otherwise exploit.
