This bill lifts the decades-long trade embargo between the United States and Cuba. Essentially, it removes the legal barriers that have prevented American companies and citizens from doing business with Cuba since the 1960s. The bill repeals several major laws that enforced the embargo, including the Cuban Democracy Act of 1992 and the LIBERTAD Act of 1996. Once this bill takes effect, American businesses can export goods to Cuba, telecommunications companies can install and maintain equipment there, and Americans can travel to Cuba and spend money there without government restrictions. The bill also allows unlimited money transfers (remittances) to Cuba, though it maintains protections against money laundering. The President is encouraged to negotiate with Cuba over compensation for property seized by the Cuban government and to promote human rights. Going forward, Cuba will receive the same normal trade status as most other countries, meaning tariffs and trade rules will apply equally. The bill does preserve the President's ability to impose new restrictions on Cuba in the future if there's a genuine national emergency, but the blanket embargo that has been in place for over 50 years is essentially ended.
