This bill makes significant changes to how the government handles unaccompanied migrant children who arrive in the United States. Right now, when these children are placed with sponsors (usually family members or guardians), there's limited information sharing between the Department of Health and Human Services, which oversees the children, and the Department of Homeland Security, which handles immigration matters. This bill requires much more thorough vetting and monitoring before and after placement.

Specifically, before placing a child with a sponsor, the government must collect and share detailed information about that sponsor, including their name, date of birth, social security number, background check results, immigration status, and proof of address. If the sponsor isn't a U.S. citizen, they must agree to electronic monitoring (potentially GPS tracking) during the child's immigration case. Sponsors must also post a bond of at least $5,000 to ensure the child shows up for immigration hearings. Additionally, government officials must conduct at least one in-person home visit to verify the placement is safe before the child moves in.

After placement, the government must check in with sponsors within 120 days. If they can't reach the sponsor or the sponsor doesn't respond, the child's information gets reported to the National Center for Missing and Exploited Children. State and local child welfare agencies also get notified about placements in their areas within 30 days. The bill also requires the government to try to contact the child's parents when possible.
