# The Kimberly Vaughan Firearm Safe Storage Act

This bill creates several new requirements and incentives aimed at promoting safe firearm storage. Starting in 2025, gun manufacturers and importers would be required to include a notice with every handgun, rifle, and shotgun they sell stating "SAFE STORAGE SAVES LIVES" along with a website address where people can find storage safety information. The bill also requires that all firearms sold come with a safe storage device—things like gun safes, lockboxes, or devices with combination locks, key locks, or fingerprint recognition that prevent unauthorized people from accessing the gun.

The federal government would establish official best practices for storing firearms safely in homes, vehicles, businesses, and storage facilities. These guidelines would be published online and updated yearly so people have current information about how to keep guns secure and prevent theft or accidental access. The Attorney General would have 180 days to create these guidelines after the bill passes.

To help communities actually distribute storage devices to people who want them, the bill creates a grant program giving up to $10 million per year through 2032 to states and local governments. At least 75 percent of this money must go directly toward acquiring and distributing storage devices to the public, with the remaining funds available for nonprofits to partner with local governments on these efforts. The bill also creates a tax credit allowing retailers to claim 10 percent of the sale price of storage devices (up to $400 per device) as a credit against their taxes, which could lower the cost of these devices for consumers.

Kimberly Vaughan Firearm Safe Storage Act This bill directs the Department of Justice (DOJ) to establish voluntary best practices for safe firearm storage solely for the purpose of public education. DOJ must give at least 90 days public notice and afford an opportunity for a hearing before establishing such best practices. The bill authorizes DOJ to award grants for the development, implementation, and evaluation of Safe Firearm Storage Assistance Programs. The bill also provides for a new tax credit through 2030 for 10% of amounts received from the retail sale of a safe firearm storage device for use in the United States.
