This bill is designed to protect federal welfare money by making sure states actually use it to help families in need, rather than using it as an excuse to cut their own spending on these programs. Right now, states receive federal block grants for temporary assistance to needy families (TANF), but there's a loophole: states can take that federal money and use it while reducing the amount of their own state money they spend on welfare. This bill closes that loophole by requiring states to use federal funds only as a supplement to what they're already spending, not as a replacement for state funding.

The bill adds two main requirements. First, states must legally commit that they won't use federal TANF money to replace state or local funding for welfare programs. Second, the governor or chief executive of each state has to certify in writing that the federal funds won't be used to reduce state spending. Basically, if a state was spending $100 million of its own money on welfare before getting federal funds, it still needs to spend that $100 million after receiving federal funds—the federal money is extra, not a substitute.

These new rules take effect on October 1, 2025, and the bill also ensures that current welfare programs continue operating through September 30, 2026, with whatever funding is needed. The practical effect is that federal welfare dollars will go further in helping families because states can't use them as an excuse to redirect their own money elsewhere.
