The RETRO GSP Act extends a special trade program called the Generalized System of Preferences (GSP) that gives certain developing countries favorable trading status with the United States. Here's what matters: While the GSP program was inactive, American companies importing goods from eligible developing countries had to pay regular tariffs instead of getting the duty-free or reduced rates they would normally receive. According to the bill, businesses paid over $3 billion in extra tariffs during this gap. The RETRO GSP Act brings the program back and, importantly, requires the government to refund those extra tariffs that companies paid between January 1, 2021 and when this bill becomes law. This means American importers can file claims with U.S. Customs and Border Protection within 180 days to get their money back, and the government must pay refunds within 90 days of approving each claim.

In practical terms, this helps American businesses and consumers. Companies get financial relief from the unexpected tariff burden they've been carrying, which could lower prices for consumers and free up money for business expansion and job creation. The bill also aims to help U.S. strategic interests by strengthening trade relationships with developing countries as part of broader competition with China.
