This bill updates how the Millennium Challenge Corporation (MCC), a U.S. foreign aid agency, operates to better address modern global competition and supply chain security. The MCC currently provides development assistance to countries that meet good governance standards. This bill adds new tools to help the agency tackle two major challenges: competition from China, Russia, and Iran for influence in developing countries, and securing reliable supplies of critical minerals that the U.S. needs for technology, defense, and clean energy.

The bill doesn't replace the MCC's existing focus on reducing poverty and promoting economic growth—it adds to it. Instead of just looking at whether a country has good governance, the MCC will now also assess how vulnerable that country is to influence from strategic competitors and whether helping them could strengthen critical mineral supply chains. For example, if a country has rare earth minerals but lacks infrastructure or good regulations, the MCC could help fund improvements. The bill also requires the MCC to work more closely with American private companies and investors from the start of project planning, so private money can supplement government aid and create lasting business relationships.

To carry this out, the bill creates a Critical Minerals Task Force within the MCC to identify countries where U.S. assistance could help build more transparent and diversified mineral supplies. It also requires the MCC to develop a "Great Power Competition Factsheet" that tracks each country's trade ties, debt, and infrastructure connections to China, Russia, and Iran. However, the bill includes safeguards: these new considerations should inform decisions but not override existing standards, and the MCC cannot directly invest in mining operations or subsidize mineral production.
