This bill creates two new independent offices within the Supreme Court to handle ethics matters and investigate complaints against justices. The first office, called the Office of Ethics Counsel, would provide guidance to justices and their spouses on ethics rules covering things like financial disclosures, gifts, conflicts of interest, and political activities. It would be led by a chief ethics counsel earning at least $225,000 annually, with support staff earning at least $180,000. The second office, the Office of Investigative Counsel, would investigate ethics complaints filed against justices by congressional leaders. It would be headed by a Chief Investigative Counsel with at least two additional investigators, all earning similar salaries. The investigative office would have the power to issue subpoenas, compel testimony, and investigate whether justices violated ethics rules. After investigating a complaint, the office would submit findings to the Chief Justice (or the senior associate justice if the Chief Justice is under investigation). The Chief Justice could then decide whether to release the report publicly, and Congress would automatically receive copies within 10 days. If criminal violations are suspected, the investigative office must notify the Attorney General. Both offices would require their staff to be experienced lawyers with strong ethical credentials.

To amend title 28, United States Code, to establish an Office of Ethics Counsel and an Office of Investigative Counsel within the Supreme Court of the United States.
