This bill gives Native American tribal governments the same tax benefits that state governments currently enjoy. First, tribes can now issue tax-exempt bonds (a way to borrow money for projects) just like states do, with a national cap of $400 million per year that gets divided among tribes. These bonds can't be used to finance gambling facilities. Second, tribal employees get the same pension and retirement plan protections as state employees. Third, tribal charities and foundations get treated the same as other government-supported charities for tax purposes. Fourth, the bill creates new tax incentives for businesses that invest in tribal areas and makes it easier for tribes to hire workers.

The bill also clarifies that tribes can run health programs, education programs, and welfare programs without losing tax benefits, and it helps healthcare workers who commit to serving tribal communities by letting them exclude loan repayment assistance from their taxable income. These changes recognize that tribes are governments with the same needs as states when it comes to building infrastructure, creating jobs, and providing services to their citizens.

To amend the Internal Revenue Code of 1986 to treat Indian Tribal Governments in the same manner as State governments for certain Federal tax purposes, and for other purposes.
