# Understanding the ETS Act: What It Does for Transitioning Service Members

The ETS Act (Enhancing the Transitioning Servicemember's Experience Act) is designed to improve the support and counseling that military members receive when they're preparing to leave the armed forces. Think of it as an upgrade to the existing Transition Assistance Program (TAP), which helps service members figure out their next steps after military service ends.

Right now, the military offers transition counseling to help people leaving the service find jobs, understand veteran benefits, and plan for civilian life. This bill makes that process more robust and accessible. The main change is that service members who don't already have a job or school lined up will now get at least five days of counseling instead of fewer days. Those who've already secured employment or enrolled in school will get at least three days. The counseling must be provided by outside organizations rather than military staff, and it should happen in person whenever possible, though remote options are available if needed. The bill also adds new topics to the counseling, including information about food assistance programs and homelessness prevention for those at risk, plus a standardized presentation about veteran benefits from a veterans service organization.

The bill also creates a new "Employment Navigator and Partnership Program" run by the Department of Labor. This program will contract with private companies that specialize in career counseling and job placement to provide personalized employment help to service members and their spouses. Additionally, the bill establishes a three-year pilot program specifically for military spouses, offering them one-on-one counseling tailored to their needs, available during evenings and weekends at military bases.

Another important provision prevents service members from receiving their discharge paperwork (the DD Form 214, which they need for many veteran benefits) unless they complete their required transition counseling—with exceptions for those medically separated or receiving less-than-honorable discharges. The bill also requires the military to share information about service members at risk of homelessness or food insecurity with the VA's "Solid Start" program, which provides early support to new veterans. Finally, it expands eligibility for VA job counseling services to include active-duty service members preparing to transition, not just veterans.
